      A work order removes an item from the computer's inventory as soon as it is  put on the work order. A work order can be converted into an invoice any time  in the future. 
The best way to reduce employee theft using work orders is to not allow your employees to have a work order on their account. They must invoice any parts for them that walk out the door.
The next best solution to protect from theft is to not allow items to be removed from work orders.
